Constructed in two phases on 30 acres beginning in 1940, the Riverview community consists of 390 apartments in varying sizes in 63 buildings. The vacancy rate was 26% as of December 2003 with 100 of the 390 apartments unoccupied. It has never been modernized. Phenix City Housing Authority has undertaken a program to rehabilitate some of the apartments at a cost of $75,000 to $85,000 per unit. Concerns exist about the competition that PCHA is experiencing with newer affordable housing products available in the Phenix City market, and PCHA has a very limited waiting list for clients who wish to live in public housing. |
